Hmm....I thought the biggest threat was the current state of officiating. It is awful.

I always thought the helmet was more a weapon than protection. I wonder what would happen if they removed it again. Concussions would likely rise at first, but I wonder if they would drop over time. I wonder what concussion rate rugby has.
That said, insurance is the bane of so much in our society. |

They DO get concussions, but not at the same rate for the reason you mentioned. Rugby tackling does not employ the head as a weapon. However, rugby also has some stupid rules that will never let it become mainstream. The best bet is that football will incorporate the tackling methods of rugby to stave off concussions.
