I wonder if Harbaugh is having buyer's remorse about now. On the positive side, this opening likely hurts the Titans, as a good HC will go to Buffalo, and McDermott will take a good job, making the dominos fall in a way the Titans get left with a ham sandwich (Nagy) as HC.

Technically it would be for a lateral move in job title...but the Eagles job would offer more responsibility because the OC there has been calling the plays since midway through Sirianni's first season.

Did the Colts grant permission?

They did. But they do not need to. Even though its OC to OC it is a promotion dues to play calling

In the NFL, a move from one offensive coordinator (OC) position to another is typically considered lateral if the roles have equivalent responsibilities and authority. However, there's an important nuance: if the new job includes primary play-calling duties and the current one does not, it's often viewed as a promotion rather than a pure lateral shift.

Jim Bob Cooter is currently the OC for the Indianapolis Colts under head coach Shane Steichen, who handles play-calling himself—meaning Cooter's role doesn't include that responsibility.

The Philadelphia Eagles' OC vacancy, following their recent staff changes, would reportedly give the hire the opportunity to call plays under head coach Nick Sirianni (who has indicated a willingness to relinquish those duties).

This distinction makes the potential move a promotion in the eyes of NFL rules, so the Colts could not block it—even though Cooter is under contract.

No compensation would be required in that scenario. That said, if the Eagles role did not include play-calling (making it truly equivalent to his Colts job), it would be lateral. In that case, the Colts would need to grant permission for the hire, as teams can deny lateral moves for contracted coaches.

They could also negotiate compensation (e.g., draft picks) as a condition of approval, though it's not mandatory—it's up to the teams involved.

The Colts did allow Cooter to interview with the Eagles despite initially having the option to block it, which aligns with the play-calling promotion angle.
