In this particular case, he probably did the right thing.

On 1st-and-10, the Dolphins got 6 yards. If he had called a time-out there, there would have been a good chance that all he would be doing is saving the Dolphins' some time. But after the no-gain on 2nd down, he called time-out, and that was probably a good call because 3rd-and-4 is considerably a more advantageous for the defense to get a stop than is 2nd-and-4.
