Yes. Irsay can skip the Rooney Rule for the Interim tag, but when you make the job permanent, the Rooney Rule is supposed to be followed.

Regarding the Rooney Rule as it pertains to the Colts hiring Jeff Saturday:

The rule does not apply to an interim head coach during the season. It does apply after the conclusion of the team’s season.

The club would have to fulfill the rule before hiring a full-time coach.

I'll extend him the courtesy he deserves. Every coach had a first time job. He knows x's & o's. He knows offensive line play and lets be honest, that is our huge albatross right now. If this line would improve 25% we would be competitive with the way the D is playing and our special teams has been above average.
