Interestingly enough, that is how we got Raheem Brock. He was a 7th rd pick of The Iggles and they couldn't afford to sign him. So Polian swooped in and picked him up.

But it's not a matter of the pick, it's a matter of the new team not wanting to take on his horrible contract. They can just wait for him to be released and then sign him to a more reasonable deal. If his current contract was reasonable, the bucs would get some trade offers.

They are close to not being able to sign the rest of their draft class. They have $1 million in cap space and haven't signed their first round pick yet and a couple others. They may need that cap relief from McCoy's contract.
