Believe he has been suspended by the league twice, and then twice by the Falcons for other reasons.

He is a highly talented guy, so hopefully he is all sorted and ready to get his career on track.

I'm not sure that's a worry, any team could have signed him, we actually took the chance/risk.

After the “building the culture” mantra about free agency it seems like an odd signing. Have to think Ballard really believes Collins can get his shit together. That it’s not just based on a gamble on talent. Either way, I like low risk, high reward type moves.

He also believes in second chances. He's not completely sold on this kid, other wise, I believe he would be on the roster.

Is this a second chance? Or a 5th chance? Either way Ballard thinks he’s worth the minimal risk and it’s hard to disagree. He hasn’t played at all this year and there is probably little danger of him being signed by another team so PS seems the perfect place for him right now regardless of how much Ballard believes he can turn it around.

Not the whole year, they just have to sign him directly to their 53 man roster. They can later waive the player and if he clears waivers, sign to their PS. But most teams aren't gonna poach someone from another team's PS if they don't have plans for them long term.
