I am not sure i agree with your final comments, i think the last two years the receiving class from the draft has been as high as it ever has been. 5th, 6th, 7th rounders have been and always will be a lottery.
Feels like there is far less boom factor in WR's drafted in the top 2 rounds in recent years, i am sure there are exceptions.
I would also say that in general the NFL tends to employ far more of a running back by committee approach than having one bell cow of a runner. So having superstar RB's is not so necessary and finding a 2nd, 3rd RB is easier, but most teams don't need more than 4 guys on a roster tops, and have that already and the guys cut are not going to beat out who you already have on the roster.
