Hmm....I thought the biggest threat was the current state of officiating. It is awful.

I always thought the helmet was more a weapon than protection. I wonder what would happen if they removed it again. Concussions would likely rise at first, but I wonder if they would drop over time. I wonder what concussion rate rugby has.

That said, insurance is the bane of so much in our society.

It might be lower, but I bet it is pretty high. People don't use their heads as weapons, but it is still pretty high impact contact with lots of room for blows to the head.

They DO get concussions, but not at the same rate for the reason you mentioned. Rugby tackling does not employ the head as a weapon. However, rugby also has some stupid rules that will never let it become mainstream. The best bet is that football will incorporate the tackling methods of rugby to stave off concussions.

There are several different illegal types of tackles in the current rules, each with corresponding penalties. I'd assume enforcement of new types of illegal tackles would follow suit.
