I think I recall the play. I believe he was down but the refs had not blown the whistle.

I don't think it was intentional. Not even sure Farley from his angle could tell he was down. His one knee was on the ground but the rest of him was still up, so its one of those you don't know whether to stop and risk him getting up and running again or just hit him and risk the late hit.
