Definition of Luck is "success or failure apparently brought by chance rather than through one's own actions." Chance, not through ones actions. Preparation means you prepared for the given moment (opportunity). If you succeed its usually due to your preparation. Luck is a random action that happens and may or may not go your way.

Seneca meant for it to be you make your own luck. I suspect there was some translation loss along the way because it doesnt make sense when written in english.
