Are you factoring in the chance of teams trading up? I can see several scenarios where 4 QBs + Chubb go top 5.
1) QB / QB (NYG/BUF/MIA) / QB / QB (BUF/MIA) / Chubb
2) QB / Chubb / QB / QB (BUF/MIA) / QB
2) QB / QB / QB / Chubb (CLE) / QB
