We might be talking about the same thing. Ultimately, he's not getting the ball where it's supposed to be, when it's supposed to be there. Accuracy is a good enough term for me.
That said, throws like the Pierce one I mentioned, aren't timing issues. The ball "got there" at the right time. It was just 3 yards left of where it needed to be.
