Assuming that Carter is now not available for the 2023 draft, I think this will probably mean that the Bears will no longer be interested in traded down to #4 (or lower).

The Texans are taking the QB of their choice at #2 for sure.

Arizona at #3 is probably fine with Kyler Murray at QB which means they are looking for the best non-QB player in the draft. If Anderson is there at #3 and available, Chicago loses out.

If Arizona tries to trade up to #1, it will also probably be for Anderson.

If Chicago trades down to #4 (or lower), there is a real likelihood that they lose out on THE elite defender of the draft. It would take a heck of a trade offer to make that happen.

If I were Ballard, I am now readying a trade offer to Arizona for the #3 pick to go live the moment that Carter is declared ineligable for the 2023 draft. It would guarantee the pick of the 2nd QB of the draft and be a lot cheaper than trading up to #1.
