Watson can't force the Texans to do shit.

He's got the smallest amount of leverage because of his trade clause, but ultimately the decision will lay with Houston whether or not Watson plays football next year, assuming he will not play as a Texan.

Continuing the hypothetical, however. Is Watson's representatives allowed to reach out to other teams while he is under contract or do the Texans have to give him permission to do so?

While I agree with your line of thinking considering a scenario where Watson would demand a trade to Indianapolis, I would be happy with a 1rst. Not three though.

I'm uncomfortable with where Indianapolis is right now. This is a SB caliber team with a more mobile quarterback - Matt Ryan, Stafford, Rogers, ETC. The guy doesn't have to be Jackson, Allen, or Watson. They don't have the playmakers at receiver to win like Brady can.

I'm worried sick by the time they figure out the QB position Leonard is going to be on his way out in FA, Buckner's best days are going to be behind him, and those solid players like Doyle will have moved on.

Watson can retire. Not only does that give him all the leverage (if he's willing to go through with it), but that's not a bad outcome for the Colts. I doubt he wants to play here, but if he does, he has all the leverage he needs to force his way here and force the Texans to take whatever Ballard offers. He's not coming here in any scenario where he allows the Texans any sort of negotiating power. I keep seeing these huge potential trade offers for him, but think about it from Watson's perspective. If I were Watson and I were as angry at them as he's been portrayed to be in the media, I wouldn't want the Texans to cripple my new team's chances of putting a good roster around me for the privilege of acquiring me, I'd want the Texans to pay for making me angry by not getting anywhere close to fair value from my new team so that my new team could surround me with talent at the Texans expense. I'd also want to force them to trade me to their most hated division rival so I could haunt them for the next decade plus. Maybe he's not that vindictive, but I think these rumors of a blockbuster return for the Texans are foolish. If Watson truly hates them, he'll want to do damage on the way out. That will include forcing them to take a meager return.

He (Watson) should have gotten pissed off before Bill O'Brien was let go !!! BOB would have traded him for a 4th and two rolls of athletic tape.

Knowing that, the Texans only have the leverage to negotiate for value that Watson allows them. Watson could literally say to Texans ownership, "I will only take a trade to the Colts," and their options would be trade him here for what they could get from Ballard, or let him retire and get nothing. Knowing that the Texans have no negotiating position, I wouldn't offer more than a 2 for him. After all, Watson doesn't want his new team crippled for acquiring him, right? If Watson truly is at the point where he won't go back to the Texans, he won't care what they get for him, either. I say let him force them to give him away to the Colts if he wants to come to Indy.

He is not retiring, that is delusional with the amount of money he would lose. He could just show up and not give a shit and collect a lot of money. Your whole premise is ridiculous.

Two 1st-round draft picks, and a Klondike bar.

If he's not retiring, then he might as well just shut up and play, because he has all the leverage if he is serious enough about not playing for Houston to retire, and he has zero leverage if he isn't that serious about it.

He can claim a back injury that would keep him from playing with the Texans, yet still getting paid.

Wrong

Heck no. He isn't worth 3 #1 picks. If you think he is please tell me why. I'd do a 1 packaged with some latter round picks. He's a good qb but I don't think he's done enough to warrant such a high price

Watson clearly doesn't want to retire.

So... yeah. His leverage is minimal and ultimately, if he is refusing to play football for the Houston Texans, Cal and Co. will be deciding whether or not he's going to play football next year.
