Yes, but consider that the Buccaneers, who had the #7 selection immediately after the Colts, did NOT receive an offer as substantial as the Broncos offer – they received #12, #53 and #56 instead. Using the point chart (which I’m not sure that NFL teams actually use at all), that’s a total of 1910 points.
By contrast, the offer the Bills made the Broncos at #5 was a bit better (nos. #12, #22 and an exchange of a Bills second round pick for a Broncos’ third round pick) and totals 2115 points – assuming the 2nd and 3rd being exchanged were the earlier of each team’s pick.
Thus, if the Bills had offered the Colts the #12 and #22 picks together, the resulting point total (1980 points) would fit nicely between the two offers.
