As the title says, here is whom I hope that Ballard is looking at and can land a couple of them:

DE Trey Flowers, NE, 26
LB Jordan Hicks, PHI, 27
SS Landon Collins, NYG, 25
SS Adrian Amos, CHI, 26
CB Ronald Darby, PHI, 25
DE Za'Darius Smith, BAL, 26
DT Sheldon Richardson, MIN, 28
CB Steven Nelson, KC, 25
CB Bryce Callahan, CHI, 27
SS LaMarcus Joyner, LAR, 28
DT Timmy Jernigan, PHI, 26
DT David Irving, DAL, 26

So, my dream scenario is:

DE: One of Flowers or Smith (I am pretty high on Smith)
DT: One of Richardson, Jernigan or Irving
LB: Jordan Hicks or roll with Walker for 2019
SS: One of Collins, Amos or Joyner (I am pretty high on Amos)
CB: One of Darby, Nelson or Callahan

If we could do that and re-sign Geathers for Safety-3 duties while retaining Farley on the RFA tag, then I think our defense would be well poised to accept BPA defensive draftees at just about any position anywhere in the draft.

That is my wish list for free agency. What is yours?

DE Trey Flowers, NE, 26 - I think he's the best edge left and better than some of the guys that got tagged. I would be happy to pay him. His production was limited in the NE scheme, see what Chandler Jones has done since going to AZ.

LB Jordan Hicks, PHI, 27 - Meh. Draft somebody or stick with Walker or pay CJ Mosley.

SS Landon Collins, NYG, 25 - I'm good with it but some of the other safeties in FA are good too.

SS Adrian Amos, CHI, 26 - Like this guy.

CB Ronald Darby, PHI, 25 - Yes.

DE Za'Darius Smith, BAL, 26 - I'm wary of one-year-wonders whose teams don't re-sign them. They are keeping (or trying to keep) 80 year old Terrell Suggs but not their young buck pass rusher. Why?

DT Sheldon Richardson, MIN, 28 - As long as he doesn't act stupid. He's done a lot of that. But he stayed quiet this year. He's talented. But not really a culture fit.

CB Steven Nelson, KC, 25 - No idea.
CB Bryce Callahan, CHI, 27 No idea.

SS LaMarcus Joyner, LAR, 28 - Another safety that would be fine, though my impression is that he was a disappointment with the Rams.

DT Timmy Jernigan, PHI, 26 - Good fit at NT but his back injury is a concern.

DT David Irving, DAL, 26 - He will get suspended for weed again so probably not, even though he is talented and a perfect fit for Eberflus' defense.

Not to nitpick (I agree with most of what you say here but I’m more bullish on Landon Collins than you) but the Ravens actually aren’t necessarily hanging onto Suggs:

@JasonLaCanfora
A market is definitely forming for Terrell Suggs. Very real possibility he is not back in Baltimore next season

I read they made Suggs an offer the other day and made an assumption. Maybe they lowballed him and he's mad.

I'm still wary of Smith.

Here's my rough list. I think this could be reasonable to expect.

QB: none

RB: none

WR:
Adam Humphries (slot), or
Tyrell Williams (but I expect bidding to be too high)
+59 or 90

TE: none

OL:
I'd look to add a veteran guard on a one year deal. Levitre might fit the bill.
+mid-round pick

EDGE: (one of)
Preston Smith, or
Shaq Barrett, or
Shane Ray
+26 or 34

DL: depth signing (e.g. Hunt)
+26 or 34
+mid-round pick

LB:
I'd like to add a veteran to compete at SAM. Maybe a guy like Vincent Rey or Kyle Emanuel.
+mid/late pick

CB: none
+mid/late pick

S:
Landon Collins, or
Adrian Amos

Walk Worthy,

I'd let someone else (probably the Jets and 49ers) overpay Flowers and Smith. I'd also add Kwon Alexander and Anthony Barr (as a DE) to your list. Also, I think Ballard targets Amos. He probably sees Collins as more name than game, with Amos being the opposite. Anyway, in my ideal world, these are the free agents the Colts would add (some positions have options):

QB: None
RB: None
WR: Golden Tate or Tyrell Williams and Dontrelle Inman
TE: None
OL: None
DE: Anthony Barr
DT: Tim Jernigan and Margus Hunt
OLB: None
ILB: Kwon Alexander or C.J. Mosley
FS: None
SS: Adrian Amos or Landon Collins and Clayton Geathers
CB: Pierre Desir

That's a lot of spending (my estimate is $60-70 million on that group), but it would allow the Colts to focus almost exclusively on BPA in the draft, with DE and DT being the biggest areas of need, followed by CB, S, and WR.

Seems like a good plan of attack. I wouldn't worry about ILB, though. Alexander is hurt and Mosley isn't enough of an upgrade to be worth the money it will take to sign him.

I wonder about Barr as a DE. Mike Zimmer is smart, he knows defense. Why would he play Barr as an off-the-ball LB?

And can he still be effective as a down lineman after playing so long standing up and in space?

I prefer Alexander because he's coming off of injury and will likely come at a bargain price. I likely wouldn't go after Mosley, but this is ideal, which isn't necessarily realistic. I don't think Mosley is a realistic add, but Alexander could be a bargain find in the mold of Eric Ebron.

He already has been. Suspended indefinitely: http://www.nfl.com/news/story/0ap3000001020011/article/cowboys-dl-david-irving-suspended-indefinitely

He (Zimmer) had a bigger need at LB than DE (having Griffin and Hunter there) and Barr had the athleticism to play off the ball OLB successfully, even at a Pro Bowl caliber level. I'd like to see what he can do as a DE, and worst case, he can go back to being a Pro Bowl caliber LB.

OLB: Anthony Barr
ILB: None

Hope we resign our own in Desir, Geathers and Inman

Then add Williams, Flowers or Smith and Amos

I would kick tires on Collins if price is right instead of one of the other safeties. But expect his market price to go beyond Ballard's limit. (Hope I am wrong)

Like to explore Richardson and Barr as well.

Ian Rapoport
Something to watch, from one key decision-maker: There are expected to be many more RFAs who don’t get tendered because the number is now higher than $2M. Should drastically increase the talent pool of younger, depth players where teams can find value.

Interesting note from Rapoport. I could see Ballard being active in that market.

"So, basically guys, I quit," Irving said. "I’m outta there. I’m not doing this sh*t no more." Irving, 26, did his Instagram cameo all while smoking a blunt. Long on talent and monstrous at 6'7/290, Irving simply is throwing it all away to have more fun it appears. Irving was suspended indefinitely from the NFL last week.

Not like he has much of a choice at this point.

What a waste of talent …

To quote one of my fav movies, Major League:

Rachel: This is a list of players that I want to invite to Spring Training this year.
Board Member #1: I've never heard of half of these guys and the ones I do know are way past their prime.
Charlie: Most of these guys never had a prime.
Board Member #2: This guy here is dead.
Rachel: Cross him off then.
While Irving is not actually dead, as far as the NFL is concerned, he might as well be.

What a waste.
